Business groups

The Authority’s organisational structure is designed to ensure a clear focus on its statutory objective of promoting competition in, reliable supply by, and the efficient operation of, the electricity industry for the long-term benefit of consumers.

Three business groups, headed by General Managers reporting to the Chief Executive, are responsible for the design, operation and performance of the electricity market. Two further business groups – Legal and Compliance, and Corporate Services – also led by General Managers – complete the structure.

Market Design

The Market Design Group is responsible for leading the Authority’s regulatory strategy and applying regulatory economics expertise to Code development.

The Group provides secretariat support to the Authority’s Retail, Transmission and Wholesale Advisory Groups, and any of their subsidiary working groups.  It is also responsible for promoting to consumers the benefits of comparing and switching retailers.

Operations Development

The Operations Development Group is responsible for the implementation and operation of any Code changes and market-facilitation measures that have an impact on industry participants’ systems and/or processes.  It also provides engineering expertise for Code development.

The Group manages all market operation service provider contracts, as well as performing the Authority’s market administrator function and leading any investigations into possible undesirable trading situations (UTS). It also oversees system operations and reliability of supply, and provides secretariat support to the Security and Reliability Council.

Market Performance

The Market Performance Group carries out the Authority’s industry and market monitoring function and provides market analysis and modelling, data management and services, and analytical support to other groups in the Authority.

Legal and Compliance

Besides providing legal advice for the Authority, the Legal and Compliance Group undertakes the Authority’s compliance functions arising from the Act, Code, and various regulations. It undertakes market-facilitation measures to improve compliance and identifies areas of the Code that may need change as a result of compliance work.

Corporate Services

The Corporate Services Group leads the Authority’s organisational development, coordinating the Authority’s strategic and business planning processes, and providing organisational services and support for the efficient and effective operation of the Authority.

As well as functions such as communications, finance, human resources, IT and project management, the Group is responsible for providing secretariat support to the Board and its committees.
