The Operations Development Group is responsible for leading the Authority’s market operations strategy.

Fraser Clark - GM Operations Development

 
Mr Clark joined the Authority as General Manager Operations Development from the New Zealand Wind Energy Association (NZWEA) where he was Chief Executive.
Besides his background in policymaking, regulatory advocacy and industry development issues with NZWEA, Mr Clark has been involved in a range of executive roles in the energy sector in New Zealand and Europe. These positions have been primarily commercial and industrial, covering energy-systems sales, project management, and technical support, as well as energy-management consulting for major sector interests.
Prior to taking up the Chief Executive role at NZWEA, Mr Clark was Technical Solutions Manager for Todd Energy Ltd with responsibility for investigating and developing new generation projects and optimising existing asset performance.
He has a Bachelor of Chemical and Process Engineering with Honours from the University of Canterbury.

Group responsibilities

The Operations Development Group’s responsibilities include:

  • developing the policies and standards that define appropriate levels of quality and reliability for power system services that are common to all grid-connected parties;
  • developing, implementing and managing technical Code;
  • implementing and operating Code changes and market-facilitation measures made by the Market Design group;
  • overseeing system operations and reliability of supply;
  • market operation service provider oversight and contract management (the clearing manager, pricing manager, reconciliation manager, registry, system operator and wholesale information and trading system (WITS));
  • undertaking market administration and facilitation functions;
  • managing undesirable trading situations;
  • providing secretariat support to the Security and Reliability Council and any technical groups providing advice to the Operations Development Group; and
  • overseeing the Whirinaki power station’s operation.
