Consulting on appropriations, work priorities and programme
The Electricity Authority (Authority) and the Energy Efficiency and Conservation Authority (EECA) have released a joint consultation paper on the proposed 2013/14 annual appropriations and their respective work programmes. The paper covers Authority appropriations and those EECA and Consumer Affairs activities that are funded by the levy on industry participants. As well as appropriations, input is sought on:
The Authority's operating environment and strategic direction
The Authority's draft work priorities for 2013-16, and
EECA's proposed levy-funded electricity efficiency priorities for 2013/14.
The appropriations proposed by the Authority are unchanged from previous appropriations apart from an increase in capital expenditure for service providers, the most significant being for the system operator. The Authority is seeking greater transparency from the system operator so that levy payers can understand the projects for which additional funding is sought. An information paper containing these details is being prepared by the Authority with input from the system operator and will be made available for public comment shortly.
The consultation period begins today (25 September 2012) and submissions are due by 2 November 2012. Submissions should be sent individually to each of the Authority or EECA depending on which appropriations and work priorities are commented on. Feedback from the consultation will be used to provide input for the Treasury-led Estimates of Appropriations (Government Budget) and their Statements of Intent.

Transmission pricing methodology review: consultation paper and forums
The Authority is planning to release a consultation paper on the Transmission Pricing Methodology Review on 10 October 2012. The consultation period will be split into two phases – a standard consultation period followed by cross submissions. The period for consultation is still to be determined by the Authority and will be announced with the release of the consultation paper. A forum is planned for Wellington on 10 October, 10am-12noon, to coincide with the paper’s release. Discussion forums will also be held in Wellington (17 October), Christchurch (18 October) and Auckland (19 October), 10am-12noon. People interested in attending the forums can email info@ea.govt.nz with “TPM Forum” and the date of the forum(s) you are interested in attending in the subject line. Seeking nominations for data clean-up group
Before the new Part 10 comes into force, metering records require a clean-up to ensure they are of sufficient quality to be added to the registry. The Authority has established a Data Clean-up Technical Group to plan and coordinate this work. The Authority is calling for nominations for the group. Membership is expected to comprise representatives from:
traders
metering equipment owners
test houses, and
parties that intend to become meter equipment providers.

The Authority's Retail Advisory Group has published a second discussion paper on arrangements for managing retailer default situations. The group seeks feedback on the proposal in general, and on the specific questions asked in the discussion paper.

Operational review of Part 6
A consultation on proposed changes to Part 6 of the Code, which deals with the connection of distributed generation to distribution networks, with associated changes to Parts 1 and 17.

Policy Statement and Procurement Plan amendment processes
The Authority and system operator consider there are opportunities to improve the process by which the policy statement and procurement plan are reviewed and amended. As the review process is prescribed in the Code, the Authority is now consulting on a Code amendment to give effect to its proposal.
