Consultation on efficient procurement of extended reserves
The Authority is considering options to improve the way in which extended reserves are procured. The term 'extended reserves' is used, rather than the traditional automatic under-frequency load shedding (AUFLS), to move the terminology away from the specific mechanism used to provide reserves.
The Authority’s preliminary view is that:
if a practical tender-based procurement process could be implemented relatively cheaply that would be the preferred option, being the most market oriented option;
if not, given a preference for small scale trial and error options, the next best option would be to focus on low cost ways to facilitate trading around extended reserves obligations (for example, by developing standard agreements/ protocols and establishing a bulletin board).

Transmission pricing methodology review forums
The Authority has finalised its plans for a series of forums on the Transmission Pricing Methodology Review (TPM Review). The details of the events are as follows:
Forum to be held on the planned day of the release of the TPM Review Issues Paper:
Wellington, 10 October, 10am-12pm. Venue: Conference rooms 2 and 3, Level 7, NZICA, Tower Building, 50 Customhouse Quay.
Discussion forums:
Wellington, 17 October, 10am-1pm. Venue: Te Aro 3, Terrace Conference Centre, Level 4, St John House, 114 The Terrace.
Christchurch, 18 October, 10am-1pm. Venue: Lecture Theatre, Air Force Museum, 45 Harvard Avenue, Wigram.
Auckland, 19 October, 10am-1pm. Venue: The Cliftons, Level 2, 45 Queen Street, Auckland CBD.
Please note that we have extended the duration of the discussion forums from the two hours, announced in last week’s Market Brief, to three hours. Morning tea will be provided.
People, who have not already registered, and who are interested in attending the forums can email info@ea.govt.nz with “TPM Forum” and the date of the forum(s) you are interested in attending in the subject line.

Submissions on retailer default arrangements
Submissions on the Retail Advisory Group’s consultation paper on retailer default arrangements are available at:

Some parties have enquired whether there will be a formal period for cross-submissions. The Retail Advisory Group did not request cross-submissions, however, if people want to comment on any issues raised in submissions, these should be provided to rag@ea.govt.nz by 5pm Wednesday 10 October 2012. Any comments received by this time will be considered by the Retail Advisory Group at its meeting on 24 October 2012.

Part 10: seeking nominations for data clean-up group
Before the new Part 10 comes into force, metering records require a clean-up to ensure they are of sufficient quality to be added to the registry. The Authority has established a Data Clean-up Technical Group to plan and coordinate this work. The Authority is calling for nominations for the group.
Membership is expected to comprise representatives from:
traders
metering equipment owners
test houses, and
parties that intend to become meter equipment providers

HVDC link pole 3 standing data Code amendment
The Authority has gazetted an amendment to the Code that provides for pole 3 to be modelled in the market systems during its commissioning. The amendment comes into force on 1 November 2012. A copy of the amendment is available at:

Current consultations
Consulting on appropriations, work priorities and programme
The Electricity Authority and the Energy Efficiency and Conservation Authority (EECA) are consulting on proposed 2013/14 annual appropriations and their respective work programmes. A joint consultation paper covers Authority appropriations and those EECA and Consumer Affairs activities that are funded by the levy on industry participants. Operational review of Part 6
A consultation on proposed changes to Part 6 of the Code, which deals with the connection of distributed generation to distribution networks, with associated changes to Parts 1 and 17.

Policy Statement and Procurement Plan amendment processes
The Authority and system operator consider there are opportunities to improve the process by which the policy statement and procurement plan are reviewed and amended. As the review process is prescribed in the Code, the Authority is now consulting on a Code amendment to give effect to its proposal.
