FTR Code amendment proposals briefing
The Authority is holding an informal question and answer briefing session to discuss the financial transmission rights (FTR) Code amendment proposal consultation paper, for which submissions close on Monday, 30 July 2012. The paper is available at: The briefing session will be held at the Electricity Authority, Level 7 ASB Bank Tower, 2 Hunter Street, Wellington on Monday, 23 July 2012, starting at 3pm. Prospective attendees should register by sending their names and company details to info@ea.govt.nz with 'FTR Code amendment briefing' in the subject line, highlighting any specific questions and/or topics in the registration email.

Part 10 implementation forum
The Authority is holding a forum on Part 10 implementation on Tuesday, 24 July 2012 in the Civic Suite at the Wellington Town Hall. The forum will start at 9am and finish around 5pm. The new Part 10 of the Code affects the obligations of distributors, traders, test houses, metering equipment owners and metering equipment providers (MEPs). The forum will include an update on the status of the project, MEP switching, installation control point (ICP) switching and livening processes, and the registry data clean-up. Future of AUFLS requirements uncertain
For many years one distributor and five grid connected customers have held exemptions from the Automatic Under-Frequency Load Shedding (AUFLS) requirements. These parties were granted exemptions on the basis that the criteria for AUFLS obligations were unclear and needed to be reviewed. The exemptions are due to expire on 30 September 2012. A review of the obligations to provide AUFLS is underway but the suitability of the current AUFLS requirements has been called into question as a result of the performance of the system during recent large under-frequency events.
The system operator has been reviewing the AUFLS requirements for several years and will shortly be confirming an updated technical specification for AUFLS with a Code amendment proposal in December 2012. In addition, the Authority is investigating a market-based approach which could replace the current obligations to provide AUFLS. The Authority will publish an issues and options consultation paper on market-based approaches in September/October 2012. These initiatives are not due to be completed before the current exemptions expire. In the interim, the Authority plans to assist current exemption holders in applying for new temporary exemptions which would apply until the new AUFLS requirements have been confirmed. Consultation on proposed amendments to the force majeure Code provisions
The Authority has identified several errors in the drafting of the force majeure provisions in the Code. While correcting these errors, the Authority wishes to take the opportunity to correct an inconsistency in the application of the force majeure provisions, and to add further clarity around the obligations on market operation service providers and ancillary service agents during a force majeure event.

Model use-of-system agreements: proposed changes
This consultation paper outlines proposed changes to the draft model use-of-system agreements published on 15 February 2012. The proposed changes relate to the priority use of controllable load for system security; the terminology and structure of clauses dealing with pricing changes and categorisation; and distributor liability in relation to the Consumer Guarantees Act 1993.

HVDC Pole 3 Commissioning: Use of Round Power
The Authority proposes to clarify the Code to allow transfers on Pole 3 to be artificially constrained during the commissioning period of Pole 3.

2012/13 Draft Procurement Plan
As required under clause 8.44 of the Code, the Authority is consulting on the system operator's draft procurement plan. The current procurement plan is incorporated by reference (clause 8.42) into the Code and the proposal is to replace the existing procurement plan with the version submitted by the system operator.
