Transmission pricing methodology review: information sought
The Authority is interested in receiving economic modelling and information that other parties may have to assist the Authority's consideration of options for the transmission pricing methodology (TPM) review.
In March 2012, the Authority met interested parties to discuss the decision-making and economic framework for the review. At the meeting with Meridian, the Authority was offered access to Meridian's economic modelling and information used in preparing its submissions to the consultation paper on the decision-making and economic framework for the TPM review. The Authority last week accepted Meridian's offer and is interested in receiving similar information from other parties.
The Authority will review all information received, and will decide what information might be included in the consultation paper intended for release in September 2012.
The Authority will publish economic modelling and information that it receives on its website.

Presentation by Professor Hogan
Professor Bill Hogan visited the Authority on Friday 20 July. In addition to meetings with consumer, industry and Authority personnel he gave a two-hour presentation to invited guests on competitive electricity markets and his approach to deciding transmission expansion and transmission pricing.

Additional registry fields
Following its consultation on 'Creating Additional Fields in the Registry' and 'Mandatory Population of New Fields in the Registry', the Authority has published:
a summary of submissions and final decisions for each consultation;
related Code amendments in the 19 July 2012 issue of the New Zealand Gazette; and
related functionality changes in the latest version of the registry functional specification (v19A.4).
All registry users will need to be prepared for the introduction of the related functionality changes on 6 June 2013. These changes are being made in coordination with the Part 10 implementation project and as such are subject to the same implementation plan. Formal industry user acceptance testing of the registry is set to begin in March 2013.

Consultation on proposed amendments to the force majeure Code provisions
The Authority has identified several errors in the drafting of the force majeure provisions in the Code. While correcting these errors, the Authority wishes to take the opportunity to correct an inconsistency in the application of the force majeure provisions, and to add further clarity around the obligations on market operation service providers and ancillary service agents during a force majeure event.

FTR Code amendment proposals
As preparations are made for the start of the FTR market on 1 May 2013, a number of issues with the Code have been identified. The Authority seeks industry feedback on the proposed solutions.

Model use-of-system agreements: proposed changes
This consultation paper outlines proposed changes to the draft model use-of-system agreements published on 15 February 2012. The proposed changes relate to the priority use of controllable load for system security; the terminology and structure of clauses dealing with pricing changes and categorisation; and distributor liability in relation to the Consumer Guarantees Act 1993.

HVDC Pole 3 commissioning: use of round power
The Authority proposes to clarify the Code to allow transfers on Pole 3 to be artificially constrained during the commissioning period of Pole 3.

2012/13 draft procurement plan
As required under clause 8.44 of the Code, the Authority is consulting on the system operator's draft procurement plan. The current procurement plan is incorporated by reference into the Code (see clause 8.42 of the Code) and the proposal is to replace the existing procurement plan with the version submitted by the system operator.

Winter energy and capacity security of supply standards
The Authority has reviewed these standards, and proposes to amend Part 7 of the Code to change the security of supply standards; and submit to the system operator, a proposal for a variation to the SOSFIP to change the calculation of the WCM, NZ-WEM and SI-WEM security metrics.
