Proposed amendment to the high spring washer resolution process in the Code
At its meeting on 1 August 2012, the Authority considered submissions received in response to the recent consultation paper and changes recommended to the existing high spring washer resolution process in Parts 1 and 13 of the Electricity Industry Participation Code 2010 (Code). Code Amendment Register update July 2012
The Authority's Code Amendment Register is a list of Code amendment proposals received by the Authority. Anyone can propose a Code amendment. Proposals are considered and assigned either as 'current' (covered by an existing project), 'future' (to be considered as part of a future work programme planning round) or 'declined' (the Authority is not progressing the proposal). Once Code amendments have been gazetted the relevant proposals in the Code amendment register are marked as 'completed'. A separate report, the Code Amendment Record, provides information about gazetted Code amendments. An update of the Code Amendment Register has just been published. The Code Amendment Record was last updated on 19 July 2012. The updated Code Amendment Register and the Code Amendment Record are available at:

Proposed minor amendments to the Code
The Authority intends to make several minor amendments to the various parts of the Code. The proposed Electricity Industry Participation (Minor Amendments) Code Amendment 2012 is available at:

Stress tests for the October 2012 quarter
The Code requires that the stress test scenarios to apply for the October-December quarter are to be published before 20 August 2012. The Authority gazetted amendments to the Code in November 2011 to introduce a stress-testing regime (referred to in the Code as Spot Price Risk Disclosure). This requires certain participants in the wholesale electricity market to apply a set of standard stress tests to their market position, and report the results to their board and to an independent registrar appointed by the Authority. Participant registration and requirement to update information
The Authority reminds participants they are required to register with the Authority as a participant and ensure the information provided for registration purposes is up to date. Failure to register or to update information is an offence under section 31 of the Electricity Industry Act 2010. Further details regarding who is a participant and registration are available at:

Accessing the electricity registry: thin client decommissioning
Thin client access to the electricity registry will no longer be available as at 14 September 2012. Thin client is a desktop application users have been able to download as an alternative means of accessing the registry. Further details can be found on the Authority's website at:

Wholesale advisory group membership
Three existing members and three new members were recently appointed to the Wholesale Advisory Group for a term of two years beginning August 2012. This increased the membership of the Wholesale Advisory Group from seven to ten members. Bob Weir has subsequently resigned as a member of Wholesale Advisory Group. The Authority is not seeking further nominations to Wholesale Advisory Group at this time. For a list of current Wholesale Advisory Group members please see below.

Transmission pricing methodology review: information received
The Authority has received from Meridian Energy the inputs to the modelling provided by Meridian in its submission on the transmission pricing methodology (TPM) decision-making and economic framework paper. The information is available at: The Authority is interested in receiving similar information from other parties. The Authority will review all information received, and will decide what information, if any, to incorporate in the consultation paper for the TPM Review intended for release in September 2012. The Authority will publish all economic modelling and information that it receives on its website.

Winter energy and capacity security of supply standards
The Authority has reviewed these standards, and proposes to amend Part 7 of the Code to change the security of supply standards; and submit to the system operator a proposal for a variation to the SOSFIP to change the calculation of the WCM, NZ-WEM and SI-WEM security metrics.
