Electricity sector regulation rates highly in Treasury review

Treasury has released a report into how regulations in New Zealand rate against Best Practice Regulation principles. The principles, which include transparency, growth supporting, flexibility, durability, and capability of regulators, were developed in 2010 in response to a Ministerial request for Treasury to identify best practice regulation and the state of play of the regulatory environment. Treasury has now released a report into the health of a broad spectrum of regulated regimes. Regulation of the electricity infrastructure rates in the top category for each measure, with the report commenting that the initial response to the new electricity regime has been positive.

Code amendment on high spring washer resolution process
The Authority has approved and gazetted a Code amendment which amends the high spring washer resolution process. The Code amendment comes into effect on 21 September 2012 and is available at:

Part 10 implementation project: registry functional specification update
The registry functional specification for the implementation of Part 10 has been updated to include requests for a change to the PR-010 report and an additional switch type for efficiency gains. This version of the functional specification (v19A.5) is expected to be published this week at:
There are no further changes to the Part 10 registry functional specification currently being considered by the Authority.

Overview of financial transmission rights: presentation

An overview presentation to the Authority’s Board on financial transmission rights (FTRs) has been published. The presentation includes a high-level explanation of locational price risk for which FTRs are being implemented as a solution.
