Tactical Transmission Upgrades - application for amended approval costs 2009

Background

On 6 May 2009, Transpower New Zealand Limited (Transpower) applied to the Commission to amend the interim grid expenditure approved by the Commission in December 2005 in respect of a number of Tactical Transmission Upgrade (TTU) projects approved by the Commission.

Transpower sought approval under rule 16 of section III of part F of the Electricity Governance Rules 2003 (Rules)

Opportunity for comment

The Commission provided designated transmission customers and parties affected by Transpower's application, with an opportunity to provide written comments to assist the Commission in considering Transpower's application.

Comments were sought by the Commission by 5.00 pm on Friday, 22 May 2009. The Commission received three comments.

On 25 May 2009, the Commission referred the comments received to Transpower and requested a response.

Transpower responded to this on the 8th of October 2009.

Decision

On 24 November 2009, in accordance with the rule 16.2 of section III of part F, the Commission agreed to amend the interim grid expenditure previously approved by increasing it by:

  • $853,205 from $2,300,000 to $3,153,205 for TTU 1;
  • $154,335 from $1,400,000 to $1,554,335 for TTU 5;
  • $65,495 from $260,000 to $325,495 for TTU 20;
  • $843,398 from $2,700,000 to $3,543,398 for TTU 21; and
  • $201,573 from $3,800,000 to $4,001,573 fro TTU 30.

2010 application for amended interim grid expenditure

Background

On 9 March 2010, Transpower applied to the Commission to amend the interim grid expenditure previously approved in respect of TTUs 18 and 21.

    • $2,807,843 from $18,747,000 to $21,554,843 for TTU 18; and
    • $926,784 from $3,543,398 to $4,470,182 for TTU 21.
  • Further information (TTU 21)

    The Commission requested Transpower to analyse what affect the increased transformer cost would have on the West Coast Grid Upgrade Proposal GIT analysis.

    Decision

    On 19 May 2010, in accordance with rule 16.2 of section III of part F, the Commission agreed to amend the interim grid expenditure previously approved by increasing it by:
