Central North Island Upgrades - history

Background

Transpower initiated consultation on the Central North Island (CNI) and Bunnythorpe-Haywards (BPE-HAY) thermal upgrades.

These two proposals were originally submitted as Part 4 of the 2005 GUP

As these were to be considered as economic investments, Transpower was responsible for consulting with affected parties. Once Transpower completed its consideration of the submissions it received, it submitted the proposals to the Commission for approval.

On 19 March 2008, Transpower wrote to the Commission suggesting a timetable for consultation and approval of the CNI and BPE-HAY investments.

In its response, the Commission determined the timetables for consideration and approval of those investments. These are discussed in the sections below.

CNI Proposal

On 18 April 2008, Transpower submitted to the Commission a revised investment proposal for the central North Island thermal upgrades for approval under clause 12 of section III of part F of the Electricity Governance Rules 2003.

Notice of Intention (April 2008)

On 24 April 2008, in accordance with rule 15.1 of section III of part F of the Electricity Governance Rules 2003, the Commission published a notice of its intent to approve Transpower’s Central North Island proposal.

Process and timeline (March 2008)

In accordance with rule 14.2 of section III of part F of the Electricity Governance Rules 2003 (rules), the Commission agreed to the timetable suggested by Transpower on 19 March 2008, subject to minor changes. The timetable anticipated a notice of intention issued in April 2008.

Reasons for Decision (April 2008)

The Commission was assisted in its decision making by analysis of the information provided by Transpower, undertaken by its staff and a number of advisors.

Requesting a public conference (April 2008)

Rule 15.2 allows certain parties to request a public conference within 10 working days of the date of publication of a notice of intention, the purpose of which is to provide a final opportunity for comment on the upgrade plan.

If no request for a public conference is received the Commission’s decision, as set out in the notice of intention, becomes final. No request for a public conference was received on the CNI Proposal, therefore the Commission’s decision to approve the CNI Proposal was final.

Bunnythorpe-Haywards investment

Process and timeline (March 2008)

In accordance with rule 14.2 of section III of part F of the rules, on 20 March 2008, the Commission stipulated a timetable for consultation and approval of the BPE-HAY proposal. The timetable anticipated a notice of intention issued in June 2008.

Correspondence

Proposal withdrawn

On 31 March 2010, the Commission wrote to Transpower requesting that it clarify the status of the Bunnythorpe-Haywards investment proposal.

On 12 April 2010, Transpower wrote to the Commission advising that it would confirm the status of the proposal by 30 June 2010.

On 9 June 2010, Transpower wrote to the Commission advising that it was withdrawing the Bunnythorpe-Haywards investment proposal.
