Background

The process set out in Transpower’s letter involved engagement between Transpower and the Commission at an early stage, prior to submission of the Proposal, so that there was a clear understanding of the assessment framework, the inputs and assumptions, and the analytical methods for the application of the grid investment test to the SIGU Proposal. This also included discussing the range of investment options Transpower was considering. This early engagement was commonly described as the ‘interim work phase’ (IWP).

The IWP was a useful way of enabling Transpower to produce a complete and comprehensive investment proposal with the necessary information presented in a way that facilitated an expeditious audit and review of that proposal by the Commission.

On 11 May 2007, the Commission responded to Transpower’s proposed process, timeline and guidelines for the SIGU Proposal IWP.

On 24 May 2007, Transpower published its long-list of investment options and a draft assumptions list for discussion with industry stakeholders. A key part of these discussions is a workshop that Transpower will held at Christchurch on 31 May 2007.

In May 2007, it was expected that Transpower would submit the SIGU Proposal in early February 2008.

Deferral

In November 2207, Transpower advised the Commission that it was deferring the SIGU Proposal because it was further investigating other options, including installing a static Var Compensator at Islington by 2017 followed by either a new or reconductored line by 2030.
