Final decision
No request to hold a public conference was received by 5pm on the 7 January 2010, therefore the Electricity Commission's decision, as set out in the notice of intention, is final.
Transpower's application
Transpower submitted the Bay of Plenty Interconnection Capacity Upgrade Investment Proposal as a reliability investment on 3 November 2009. The proposal involved upgrading the Kaitimako-Tarukenga line to 220kV and installing two interconnecting transformers at Kaitimako. Transpower sought approval of up to $21.5 million for the proposal.
On 10 November 2009, the Commission requested further information on the Bay of Plenty Interconnection Capacity Upgrade Investment Proposal. Transpower responded on 17 November 2009 and provided the additional analysis requested.
On 26 November 2009, Transpower provided a detailed cost breakdown for the preferred option along with single line diagrams for both the Kaitimako and Tarukenga substations.
Opportunity for comment
Under rule 13.3.2 and rule 13.3.5 of section III of part F of the Electricity Governance Rules 2003, the Commission gave notice to provide designated transmission customers and parties affected by the proposals with an opportunity to:
- Provide written comments on Transpower's proposals; and
- Request that the Commission consider alternatives to Transpower's proposals.
Comments and/or requests were sought by the Commission by 5.00 pm on Tuesday 24 November 2009. Five submissions were received.
Timetable
On 12 November 2009, a timetable for consultation and approval of the proposal was agreed with Transpower.
Notice of Intention
A notice of intention to approve the Bay of Plenty Interconnection Capacity Upgrade Investment Proposal was published on 18 December 2009.

The Reasons for Decisions document presented the Commission's analysis of the Bay of Plenty Interconnection Capacity Upgrade Investment Proposal and explains the reasons supporting the Commission's intention to approve the proposal.
