Final decision

No request for a public conference was received on the Bunnythorpe-Haywards Thermal Upgrade (2006) Investment Proposal, therefore the Commission’s decision to approve the Bunnythorpe-Haywards Thermal Upgrade (2006) Investment Proposal is final.

Background

Transpower submitted a Bunnythorpe-Haywards Thermal Upgrade Proposal, along with the Central North Island Thermal Upgrade Proposal, as part 4 of the 2005 Grid Upgrade Plan (2005 GUP).

On 5 May 2006, the Commission directed Transpower to consider modifying its application of the grid investment test in respect of the proposal to include the ongoing use of the HVDC runback as an alternative to the proposal.

On 9 June 2010, Transpower advised that it was withdrawing the proposal, being part 4 of the 2005 GUP, and would submit a revised proposal as part of the 2009 Grid Upgrade Plan (2009 GUP).

Transpower’s application

On 21 July 2010, Transpower submitted the Bunnythorpe-Haywards Thermal Upgrade (2006) Investment Proposal, as part IX of the 2009 GUP.

The proposal is to recover the costs associated with thermally upgrading the Bunnythorpe-Haywards 1 and 2 circuits in 2006.  Transpower has submitted the proposal as an economic investment and seeks approval to recover $3.5 million.

  • the interests of end use customers are materially adversely affected by the cost or the service outcome of the reliability investment to which the notice relates; or  
  • the Grid Investment Test has not been applied properly to the Grid Upgrade Plan

Timetable

In July 2010, Transpower and the Commission agreed on a process and timetable for consultation regarding the proposal.

The timetable was amended in September 2010 as the Commission sought further information from Transpower regarding the proposal.

Notice of Intention - 6 September 2010

On 6 September 2010, the Commission published a notice of intention to approve Bunnythorpe-Haywards Thermal Upgrade (2006) Investment Proposal.

Public conference

Under rule 15.2 of section III of part F of the Electricity Governance Rules 2003, a designated transmission customer, an authorised representative of parties substantially affected by the Grid Upgrade Plan, or Transpower, may, within 10 working days of the date of publication of the notice of intention (that is, by 5pm on 20 September 2010), request that the Commission hold a public conference if they consider that:

The purpose of a public conference is to provide a final opportunity for comment on the economic investment to which the notice relates.
