Final Decision
No request for a public conference was received on the Lower South Island Reliability Transmission Investment Proposal, therefore the Commission’s decision to approve the Lower South Island Reliability Transmission Investment Proposal is final.
Transpower's application, 31 May 2010
Transpower submitted the Lower South Island Reliability Transmission Investment Proposal as a reliability investment. The proposal involved increasing the core grid capacity between Roxburgh and Invercargill, and maintaining non-core grid security of supply to Gore and the surrounding region. Transpower sought approval of up to $62.4 million for the proposal.
Note some of the information in Attachments D & E of Transpower's application has been deleted because Transpower advised that the information is commercially sensitive.
Opportunity for comment
Under rule 13.3.2 and rule 13.3.5 of section III of part F of the Electricity Governance Rules 2003, the Commission gave notice to provide designated transmission customers and parties affected by the proposals with an opportunity to:
- Provide written comments on Transpower’s proposals; and
- Request that the Commission consider alternatives to Transpower’s proposals.
Comments and/or requests were sought by the Commission by 5.00 pm on Wednesday, 30 June 2010. Ten submissions were received.
Timetable
On 18 June 2010, a timetable for consultation and approval of the proposal was agreed with Transpower.
The June 2010 timetable lapsed on 6 August 2010 as the Electricity Commission has sought further information from Transpower to support the proposal. On 2 September 2010 the Electricity Commission and Transpower agreed to a further updated timetable ("the September 2010 timetable").
Notice of Intention 6 September 2010
On 6 September 2010, the Electricity Commission published a notice of intention to approve the Lower South Island Reliability Transmission Investment Proposal.
Reasons for Decision 6 Setptember 2010
The document below explains the Electricity Commission's reasons for its decision to approve the Lower South Island Reliability Transmission Investmetn Proposal.
Public conference
Under rule 15.2 of section III of part F of the Electricity Governance Rules 2003, a designated transmission customer, an authorised representative of parties substantially affected by the Grid Upgrade Plan, or Transpower, may, within 10 working days of the date of publication of the notice of intention (that is, by 5pm on 20 September 2010), request that the Electricity Commission hold a public conference if they consider that:
- the interests of end use customers are materially adversely affected by the cost or the service outcome of the reliablity investment to which the notice relates; or
- the Grid Investment Test has not been applied properly to the Grid Upgrade Plan
The purpose of a public conference is to provide a final opporunity for comment on the reliability to which the notice relates.
Parties wishing to request a public conference should contact info@electricitycommission.govt.nz with "Public conference - Lower South Island Reliability Transmission Investment Proposal" in the subject line by 5pm, Monday, 20 Septembe 2010.
If no request to hold a public conference is received, or if the Electricity Commission determines not to hold a public conference, the Electricity Commission's decision, as set out in the notice of intention, is final.
