Switching timeframes report

In 2009, the Electricity Commission identified the length of time allowed for switching non half hour customers between retailers - up to 23 business days - as undesirable. The 2009 Ministerial Review of Electricity Market Performance subsequently highlighted the timeframe as a significant impediment to retail competition.

New rules were implemented on 1 October 2010 requiring all non half hour switches to be completed within 10 business days, with at least 50% of standard switches completed within 5 business days.

The Authority completed a review of non half hour switching performance in October 2011, which showed the industry to be completing non half hour switches within a weighted average timeframe of less than 4 business days.

Based on this finding, the Authority concluded further revision of non half hour switching timeframes was not currently required. However, the Authority is aware of potential switching issues with half-hour smart meters and intends to consult the industry on Code amendments to maintain efficient switching of domestic and SME consumers.
