Market operation service providers

The Authority contracts with other parties to establish and operate the electricity markets.

Clause 3.1 of the Code provides for the Authority to appoint market operation service providers. The Authority contracts a number of market operation service providers that operate under individual contracts as agreed with the Authority. The market operation service providers contracted are:

  • Registry Manager - Jade Direct New Zealand Limited
  • Reconciliation Manager - NZX
  • Pricing Manager - NZX
  • Clearing Manager - NZX
  • Information System Manager - NZX
  • System Operator - Transpower
  • FTR Manager - Energy Market Services (EMS), a division of Transpower

The Market Administrator is the Authority.

Part 3.3 of the Code allows the Authority Board, at any time, to terminate, re-appoint or change the appointment of a market operation service provider, subject to the terms of agreement between that market operation service provider and the Board.

Between 15 September 2003 and 31 October 2010, the Electricity Commission (Commission) was responsible for managing contracts with service providers. In October 2004, the Commission Board resolved to appoint itself as the Market Administrator under Regulation 35 of the Electricity Governance Regulations 2003, when the then Market Administrator market operation service provider Agreement expired on 1 December 2004.

The Registry Manager, Reconciliation Manager, Clearing Manager, Pricing Manager and Information System market operation service provider Agreements expire in May 2013 but may be renewed, at the Authority's discretion, for up to 6 further years.

The System Operator market operation service provider Agreement is a longer-term arrangement. The SOSPA may be terminated on 3 years notice by either party (with such notice not being able to be provided prior to 1 July 2011). Transpower is appointed as System Operator under Part 7 of the Code.

The Authority amended the Code to create a new market operation service provider, the FTR Manager in August 2011. A regulation gazetted in April 2012 identifies the FTR Manager as a new market operation service provider under the Act.
