Interconnection Rules

The Interconnection Rules in clauses 12.99-12.118 of the Code set out a framework for the regulation of interconnection asset services. The rules include obligations on Transpower to make interconnection assets available in accordance with specified service measures, to maintain the grid in a specified configuration (except under specified circumstances), and to make information available on asset configuration, and capacity, reliability and availability. The rules also establish processes for identification of potential transmission investments and, if required, development of grid upgrade plans which include these investments.

The purpose of the interconnection Rules are to:

• create incentives on Transpower, through enforceable service measures, to provide interconnection assets at the capacity ratings required by designated transmission customers and other grid users;
• ensure that Transpower provides information on the capacity of interconnection assets, and their reliability and availability, to enable grid users to monitor the capacity and performance of interconnection assets;
• establish processes for the identification of reliability investments and economic investments, and alternatives to such investments, to ensure efficient decision-making on the use of and upgrades to the grid; and
• specify the circumstances in which Transpower may permanently remove interconnection assets from service or reconfigure the grid.

Clauses 12.100 (10) and (11) of the Interconnection Rules contain the agreed service measures, levels and grid configuration, and Transpower is required (clause 12.116 to report against these on an annual basis.
