Transmission Pricing Discussion Paper
About this consultation
This consultation paper is published by the Transmission Pricing Advisory Group (TPAG).
The Authority formed the TPAG to assist with the Transmission Pricing Review. The TPAG is tasked with providing independent advice to the Authority on a recommended option for the Transmission Pricing Methodology (TPM) and associated guidelines if a change from the status quo is the preferred option.
A key aspect of the TPAG role is to publish a discussion paper for consultation, which provides, with supporting analysis, a preferred TPM option and associated guidelines, where there is a change from the status quo, for the development of a TPM by Transpower. This paper is the TPAG's Discussion Paper, the purpose of which is to invite submissions on TPAG's analysis and proposed recommendations.
This consultation paper particularly considers options for the allocation of HVDC costs, for deeper or shallower connection and for static reactive compensation.

The TPAG held a briefing to outline the Transmission Pricing Discussion Paper on 29 June 2011.
Submissions
This consultation paper is published by TPAG. Although TPAG will be responsible for considering the submissions, the Authority will receive submissions on TPAG's behalf.
The Authority's preference is to receive submissions in electronic format (Microsoft Word). It is not necessary to send hard copies of submissions to the Authority, unless it is not possible to do so electronically. Submissions in electronic form should be emailed to submissions@ea.govt.nz with “TPAG Transmission Pricing Discussion Paper” in the subject line.
If submitters do not wish to send their submission electronically, they should post one hard copy of their submission to the address below.

Submissions should be received by 5.00 pm on 14 July 2011. Please note that late submissions are unlikely to be considered.
The Authority, on behalf of TPAG, will acknowledge receipt of all submissions electronically. Please contact the Submissions Administrator if you do not receive electronic acknowledgement of your submission within two business days.
If possible, submissions should include responses to the questions TPAG has included in the Discussion Paper. The full list of questions is given in Appendix A of the Discussion Paper.
Your submission is likely to be made available to the general public on the Authority's website. Submitters should indicate any documents attached, in support of the submission, in a covering letter and clearly indicate any information that is provided to TPAG on a confidential basis. However, all information provided to TPAG is subject to the Official Information Act 1982.
Requests for an extension to the deadline for submissions
The Authority received four requests for an extension to the submissions deadline. The Authority has declined the requests to grant an extension in each case after consideration of the appropriateness of a later deadline.

HVDC analysis spreadsheet
The Authority has received a request from Graeme Everett, Norske Skog Tasman for a copy of the HVDC analysis LRMC model used to support TPAG's analysis in the Discussion Paper. This Excel 2007 spreadsheet is available below. Note it is not compatible with earlier versions of Excel.
Graeme Everett also requested further information on how the spreadsheet works. His request and the response are available below.
Transition options spreadsheet (Table 28, Figure 3 and 4 in the discussion paper)
The Authority received a request from Robert Allen, Vector for a spreadsheet producing table 28, and figures 3 and 4 in the Discussion Paper. The Excel 2007 spreadsheet is available below.
