Standardisation: Clarifications to prudential proposal and proposed change to distributor indemnity proposal

About this consultation

The Electricity Authority (Authority) is progressing a number of priority projects to improve the performance of the electricity market, including the proposed introduction of more standardisation of distribution use-of-system agreements and tariff arrangements.

The objective of more standardisation of distribution arrangements is to improve retail competition by reducing barriers to entry to the retail market.

The Authority consulted in May 2011 on proposed draft Code for various distribution arrangements. In August 2011 the Authority consulted again, setting out further aspects of the Authority's proposed approach to delivering more standardisation of distribution arrangements.

This third consultation paper contains a clarification of certain aspects of the prudential proposal set out in the August consultation paper, and also seeks submissions on a proposed change to the distributor indemnity proposal.

Submissions

The Authority's preference is to receive submissions in electronic format (Microsoft Word). It is not necessary to send hard copies of submissions to the Authority, unless it is not possible to do so electronically.

Submissions should be received by 9am on 11 October 2011. Please note that late submissions are unlikely to be considered.

The Authority will acknowledge receipt of all submissions electronically. Please contact the Submissions' Administrator if you do not receive electronic acknowledgement of your submission within two business days.

Your submission is likely to be made available to the general public on the Authority's website. Submitters should indicate any documents attached, in support of the submission, in a covering letter and clearly indicate any information that is provided to the Authority on a confidential basis. However, all information provided to the Authority is subject to the Official Information Act 1982.
