Part 10 Implementation: Four proposed operational changes to the registry

About this consultation

The Authority has approved a new Part 10 and associated amendments to Parts 1, 11 and 15 to develop a new set of metering arrangements that will be effective from 6 June 2013.
The new Part 10 requires significant changes to the registry. The registry is a real time national database of record for points of connection to networks that are installation control points (ICPs). It facilitates the switching of ICPs between traders (also known as customer switching) and interfaces directly with the reconciliation manager, and with traders' and distributors' systems.

The Authority is seeking feedback from industry on four operational changes to the registry that are required as part of the implementation of the new Part 10.

The Authority considers these changes would have a minor impact on participants' systems and should proceed unless any significant issues are raised by industry. The changes are:

(a) removal of the thin client from the registry on 14 September 2012;

(b) allowing trader ICP maintenance in the registry while an ICP is being switched between traders;

(c) 'de-cluttering' the registry screens; and

(d) aligning the registry screens with the new Code requirements.

Purpose of this paper

The Authority is seeking feedback from industry participants on the four proposed registry changes that are expected to:

(a) reduce the cost of Part 10 implementation;

(b) remove a problem with ICP switching; and

(c) ensure the registry screens are aligned with the new Part 10 requirements.

No Code amendment is required for the proposed solutions but the changes will affect the operation of participants' systems.

Submissions

The Authority's preference is to receive submissions in electronic format (Microsoft Word). It is not necessary to send hard copies of submissions to the Authority, unless it is not possible to do so electronically.

Submissions should be received by 5.00pm on Wednesday 11 July 2012. Please note that late submissions are unlikely to be considered.

The Authority will acknowledge receipt of all submissions electronically. Please contact the Submissions' Administrator if you do not receive electronic acknowledgement of your submission within two business days.

Your submission is likely to be made available to the general public on the Authority's website. Submitters should indicate any documents attached in support of the submission in a covering letter and clearly indicate any information that is provided to the Authority on a confidential basis. However, all information provided to the Authority is subject to the Official Information Act 1982.
