Reconciliation rule change proposal 62 - transition rules
One of the issues to have arisen since the second round of consultation has been the requirement for transitional rules to be included in the proposed new reconciliation rules. These are needed to give effect to the Commission's expectation (as outlined in the ECRPT report) that the wash-up revisions reconciled after the go-live date, and relating to 14 months of consumption periods prior to the go-live date, will apportion Unaccounted for Electricity (UFE) to the incumbent retailer.
The purpose of this document is to propose a set of transition rules to be included in the proposed reconciliation rule changes and seeks the views of participants on these draft rules.
To support this consultation document, where the transitional rules specifically refer to a rule, the rule, which is in the draft rule change proposal, is reproduced in full in the consultation paper in Appendix 2. Please note that there have been no changes proposed to the wider draft reconciliation rules during the period since the second consultation round which impact on the content of the transitional rules. However, Appendix 3 of the paper provides, for your information, a brief description of the proposed changes, which do not impact on the transition rules, that have been made since the December 2005 version. The Commission is consulting on the transitional rules contained in Appendix 1, and may not consider comments on appendices 2 and 3.
