Minor Editorial Rule Changes

About this Consultation

The Commission is proposing a large number of minor editorial changes to the Electricity Governance Rules 2003 (Rules), including:

  • spelling amendments;
  • bolding corrections;
  • punctuation corrections;
  • rule reference corrections;
  • rule numbering amendments; and
  • stylistic amendments.

The proposed changes are set out in Proposed Minor Editorial Rule Changes. Few changes are being proposed to parts E and J of the Rules as editorial amendments are being processed as part of separate reviews of those parts. No changes are proposed to part D as it is also being reviewed separately.

In accordance with section 172F(3) of the Electricity Act 1992 (Act) the Commission is satisfied that the effect of this proposal is minor and will not adversely affect the interests of any person in a substantial way.

The proposed amendments have no direct impact on the Commission's objectives and specific outcomes under section 172N of the Act. However, they will improve the clarity and enforceability of rules made for the purpose of giving effect to those objectives and outcomes.

The proposed changes will give effect to paragraphs 3, 8 and 9 of the Government Policy Statement on Electricity Governance (GPS). They will promote “clear and effective ”¦ Rules” (paragraph 3), improve the quality of the information available to participants under the Rules (paragraph 8), and will improve the clarity of the Rules, thereby assisting the Commission's administration of the Rules (paragraph 9).
