Proposal for rolling outage regulations and planning

About this Consultation

The Government Policy Statement on Electricity Governance (GPS) provides that the Commission is expected to put in place contingency arrangements to provide for the scheduling of rolling outages in the extreme event that blackouts are required to ensure a balance between supply and demand. The Commission is invited to recommend regulations and rules if required.

The Electricity Commission (Commission) is considering recommending draft regulations to the Minister of Energy that would enable the Commission to direct the industry to implement rolling outages to achieve electricity savings targets during a security of supply emergency.

The consultation paper sets out the background to and seeks comment on the draft Electricity Governance (Security of Supply) Regulations and an associated draft Security of Supply Outage Plan (SOSOP).

This consultation paper is a statement of proposal in accordance with section 172F of the Electricity Act 1992 (Act), for the purposes of consultation under section 172E(2)(b)(ii). As such, it is required to set out a detailed statement of the proposal, a statement of the reasons for it, provide an assessment of the proposal and any reasonably practicable options identified by the Commission, and any other information that the Commission considers relevant.
