Interconnection rules
About this Consultation
The Commission is currently consulting on a proposed benchmark agreement for transmission services in its paper Benchmark Agreement consultation paper under section II of part F of the Electricity Governance Rules 2003, 19 May 2006. The Commission proposed in that paper that the benchmark agreement apply to connection services and interconnection information services, and that interconnection asset services be dealt with in the Rules.
The draft interconnection rules consultation paper below provides the formal consultation on the Commission's proposal for interconnection asset services. It also sets out in full the Commission's proposed Rules for the preparation of an outage protocol. The proposed outage protocol Rules are briefly referred to in the Benchmark Agreement Consultation Paper.
The purpose of this paper is to:
- set out the proposed rules for interconnection services;
- set out the proposed rules for developing a new outage protocol concerning connection and interconnection services;
- set out proposed changes to the Regulations, related to the above proposals; and
- seek submissions on the proposed arrangements.
This consultation paper is being released for consultation over a similar time period to the Benchmark Agreement Consultation Paper to allow parties to take account of the Commission's proposals for interconnection services and the outage protocol when submitting on the Benchmark Agreement Consultation Paper and vice versa.
The Commission invites interested parties to read both papers before making submissions on each paper.
The Commission invites submissions on this paper, including responses to the specific questions at the end of each chapter, which are also summarised in Appendix 2.
The Commission has extended the closing date and time for submissions on this paper to 5 pm Wednesday, 2 August 2006. It was previously 28 July 2006. Parties intending to make submissions should note that submissions received after this deadline may not be considered.
