Decision-making and economic framework for transmission pricing methodology review

About this consultation

The Electricity Authority has released a consultation paper to obtain feedback on its proposed decision-making and economic framework for the Transmission Pricing Methodology (TPM) Review.

The Authority's intention is to establish a comprehensive and durable framework for making decisions about allocating the costs of transmission services that are consistent with its objective to promote competition in, reliable supply by, and the efficient operation of, the electricity industry for the long-term benefit of consumers.

The Authority will place submissions to the consultation paper on its website on Monday 27 February 2012, and will give parties until 5:00 pm on Monday, 12 March 2012 to make cross-submissions.

The Authority intends meeting with submitters in March 2012, and expects to finalise its decision making and economic framework for the TPM Review in May 2012.

Summary paper

The Authority has also published a summary paper on the decision-making and economic framework for the transmission pricing methodology review consultation paper. As the summary paper provides a broad, non-technical overview of the Authority's proposals, parties wanting to make submissions should refer to the consultation paper.

Submissions

The Authority's preference is to receive submissions in electronic format (Microsoft Word). It is not necessary to send hard copies of submissions to the Authority, unless it is not possible to do so electronically.

Submissions should be received by 5:00pm on 24 February 2012. Please note that late submissions are unlikely to be considered.

The Authority will acknowledge receipt of all submissions electronically. Please contact the Submissions' Administrator if you do not receive electronic acknowledgement of your submission within two business days.

Your submission is likely to be made available to the general public on the Authority's website. Submitters should indicate any documents attached, in support of the submission, in a covering letter and clearly indicate any information that is provided to the Authority on a confidential basis. However, all information provided to the Authority is subject to the Official Information Act 1982.

Cross-submissions

Cross-submissions should be received by 5:00pm on 12 March 2012. The details of Authority's preferred formats, the process for receiving cross-submissions is the same as that set out above for submissions. As for submissions, your cross-submission is likely to be made available on the Authority's website.

At this point, the Authority's focus is on the decision-making and economic framework for transmission pricing. Other issues will be addressed at a later date.

Meetings with submitters and interested parties

The Authority plans to meet submitters or other interested parties following the cross-submissions process. The meetings could be either in person or by teleconference. Authority team members can travel to meet submitters, but we would like to coordinate the meetings to limit time and travel costs. If you are interested in meeting the Authority to discuss aspects of your, or other, submissions please e-mail submissions@ea.govt.nz letting us know where and how (in person or by teleconference) you would prefer to meet.
