Terms and conditions for distributed generation

The Authority has approved a project to address issues related to the purchase by retailers of power from small-scale distributed generation (DG). This is one of the recommendations made under the Ministerial Review of electricity market performance.

This project has come about as a result of an October 2010 letter of expectation from the Minister of Energy and Resources (Minister) to the Authority which included an expectation that the Authority develop:

“mandatory terms and conditions (including pricing guidelines and principles) for purchase by retailers of power from small-scale distributed generation (to reduce transaction costs for individual investors in small-scale distributed generation)”.

Key deliverables include (i) terms and conditions for payment by retailers of exported electricity from small-scale DG; (ii) updates to Part 6 of the Electricity Industry Participation Code (Connection of DG); and (iii) providing for the regular reporting of DG statistics. A consultation paper is anticipated by June 2011.
