Code Amendments gazetted

The Code amendments for a Demand-side bidding and forecasting were gazetted on 20 October 2011. A copy of the Gazette Notice and Code Amendments are available on Code Amendments 2011 page.

The Authority has published a brief overview paper of both the DSBF and Dispatchable Demand initiatives.

Revised cost-benefit analysis, October 2011

The Authority reviewed the CBA for DSBF based on new information from submissions to the Consultation Paper. A revised CBA is provided for completeness.

Demand-side bidding and forecasting Code approval, September 2011

Code amendments for demand-side bidding and forecasting are being finalised following consideration of submissions on the Authority's June 2011 proposal. The final Code amendments are expected to be Gazetted next week.

The Authority held a forum on demand-side bidding and forecasting (DSBF) implementation in Wellington on Wednesday 12 October 2011 to provide information on demand-side bidding and forecasting to implementation project teams.

The commencement of DSBF (expected in late June 2012) will introduce “conforming” and “non-conforming” grid exit points (GXPs); central forecasting of demand at conforming GXPs; changes to bid processes; a rolling 36-hour schedule period; and new price-responsive and non-response schedules (PRS and NRS). The pre-dispatch schedule (PDS) and schedule of dispatch prices and quantities (SDPQ) will be removed and significant changes made to interfaces with the wholesale information and trading system (WITS).

Demand-side bidding and forecasting consultation, June 2011

Following the Electricity Commission's earlier consultations on demand-side bidding and forecasting, the Authority refined the proposal and published a consultation paper in June 2011 which included proposed code amendments. The Authority received 11 submissions on the proposal. Further information on the consultation paper and submissions is available at the consultation page.

Project Update and Plan to Completion (June 2010)

The System Operator has advised that it expects to be able to provide the cost and timeline to implement DSBF in December 2010.

Demand-side bidding and forecasting update paper, August 2008

The purpose of the paper was to update participants on progress since the second round of consultation in July 2007. The paper included a summary of the submissions made together with the Commission's response and changes, where any, the Commission had made to both the concept and the proposed rules. The draft rules were also included.

Three submissions on the Demand-side Bidding and Forecasting Update Paper were received.

Together with the comments received, the Update Paper was used as the basis for continuing the discussion with the System Operator around specifics of the proposal and the timing of its implementation.

Industry briefing, August 2007

To help clarify participants' understanding of the proposal in advance of submissions an industry briefing was held in August 2007. A number of questions were raised at the briefing which could not be fully answered at the time. A summary of questions and the Commission's response was subsequently published.

Second consultation, including draft rules, July 2007

Based on submissions on the May 2005 consultation paper and on subsequent discussions with major consumers, lines companies and retailers, the Commission further developed the proposal and published a second Demand-side Bidding and Forecasting proposal consultation paper which included proposed new rules. Fifteen submissions were received, and a summary of submissions was presented to Wholesale Market Advisory Group (WMAG) on 18 October 2007.

Initial consultation, May 2005

In May 2005 the Commission published a consultation paper on a Demand-side Bidding and Forecasting proposal. Eighteen submissions were received and a summary of submissions was presented to the WMAG on 21 July 2005.
