Part 10 Implementation

Background

Part 10 of the Electricity Industry Participation Code 2010 (Code) establishes the regulatory framework for metering in the New Zealand electricity industry and deals with industry participants’ obligations for metering arrangements, such as their responsibilities for providing metering installations, testing facilities and equipment, and ensuring metering installations comply with metering standards.  

The metering arrangements established through Part 10 were first introduced in 1994 and despite amendments made over the period, did not reflect emerging industry and metering practice.  The Electricity Commission commenced a review of Part 10 in 2008 (then Part D) with the purpose of establishing a new set of metering arrangements that were fit for purpose and future proof, including facilitating the adoption of new metering technology such as smart meters.

The new Part 10 and consequential and parallel changes to Parts 1, 11 and 15 of the Code (referred to as the “new Part 10”) were Gazetted in January 2012.  Parts 1, 10, 11 and 15 of the Code, incorporating these amendments, are available on the Future code page. The Authority has established a project, the Part 10 implementation project, to ensure a seamless transition for industry to the new metering arrangements.

The Authority’s role

The Authority’s role for the Part 10 implementation project is to:

  • ensure the requirements placed on the market operation service providers are contracted for and delivered to agreed timelines and quality;
  • develop and manage a communications plan designed to ensure that communications with industry participants are effective;
  • provide information and education to industry participants to assist them in meeting the new Part 10 requirements by 6 June 2013;
  • co-ordinate testing with participants;
  • keep stakeholders informed of the Part 10 implementation timeline and progress against the timeline; and
  • monitor industry readiness for the commencement of the new Part 10.
