    We are proposing changes to Parts 10 and 11 of the Code to address a number of operational problems that impede the efficient operation of the electricity industry. Parts 10 and 11 regulate metering installations and management of installation control point (ICP) information in the registry.

    These proposed changes follow on from an issues paper we released in July 2017. We have considered the submissions we received on the July 2017 paper and we now propose a number of changes to the Code. The proposals are set out in three appendices:

    • Appendix A: Code amendment proposals that require a regulatory statement
    • Appendix B: Code amendment proposals that are technical and non-controversial, which do not require a regulatory statement
    • Appendix C: Issues that we propose to resolve without a Code amendment.

    Online submission trial

    We are trialling a new on-line submission tool for paper one of the omnibus. Each of the issues will be presented in a separate section, and you will be able respond to the questions for that issue. You do not have to respond to all the issues, just the ones that interest you. You will be able to save your submission as draft and add to or change them at any time before submitting them. In this way you do not have to complete your comments and submit them in one session.

    If you wish to attach a cover letter to your submission, please attach it to the submission form “000 - Operational Review of Metering and Registry Processes”. This form contains a link to the Authority’s cover paper and an instruction on how to attach documents.

    The process is fairly simple. First, complete your submission on the form, then when ready, press the “continue” button which will open the next page of the submission process. On this page you can upload your supporting document (up to 5 documents can be uploaded). Documents must be in .jpeg, .png, or .pdf format.

    If you wish to attach supporting documents to a submission on a specific issue, open the online submission form for that specific issue and use the same process.

    If you are unable or do not wish to use this tool, we will also accept submissions in the standard (Microsoft Word) format - the standard submission process is outlined below. However, we would appreciate it if as many submitters as possible would make their submissions through the on-line tool.

    Switch Process Review

    We are undertaking an operational review of the consumer and installation control point (ICP) identifier switching process between traders. The switching process is a critical industry process that transfers ICP identifiers from a losing trader to a gaining trader. The current switch process was created in October 2002, and there have been various changes made to the process since that time. But the whole process has not had an end to end review.

    This consultation sets out issues with the three switching processes set out in the Code:

    • Trader ICP switching
    • Distributor ICP switching
    • Metering equipment provider (MEP) ICP switching

    The issues identified incorporates expert advice from the Switch Technical Group (STG), comprised of individuals that have in-depth knowledge and understanding of one or more of the switching processes.

    Integrating hosting capability into Part 6 of the Code

    In September 2018 the Authority published an issues paper “Integrating hosting capacity into Part 6 of the Code on low voltage networks”, submissions closed in November 2018. The Authority has now released a decisions paper.

    The Authority consulted on issues that may be caused with the connection of small-scale distributed generation (SSDG), storage batteries and electric vehicle in-home chargers to distributors' low voltage networks. Collectively, these technologies are referred to as distributed energy resources (DER).

    Having considered all submission received, the Authority has released a decisions paper setting out the results of the submissions and the next steps. 

    The Authority has concluded an amendment to Part 6 is required to address the issue and further consultation on proposed Code amendments will follow.
