Removing constrained on payments for ramp-rate constrained generation
We consulted on a proposed amendment which inserts a new clause in Part 13 of the Code to stop constrained on payments to ramp-rate constrained generators when they are dispatched down. Generators would instead be paid the nodal price. In all other respects constrained on payments would not change
We have decided to amend the Electricity Industry Participation Code 2010 (Code) to prevent constrained on payments to generators whose plant is dispatched down at their maximum offered ramp rate (ramp-rate constrained). The Code amendment promotes the efficiency limb of our statutory objective by better ensuring the costs of ramp-rate constrained generation are reflected through nodal prices, which in turn promotes more efficient operation, investment and use of electricity. We intend for the Code amendment to come into force in the first quarter 2020. We are working with the clearing manager to fit the implementation into their programme of work.
We made our decision after considering submissions on the removing constrained on payments for generation ramping down consultation paper.
