Decision paper on Normal frequency management
We have published a decision paper on the Normal frequency management project. Our decision is to develop new arrangements to replace the current performance obligations for generating unit governor response. Subject to costs and practicality, the performance obligations will be replaced by a capability market for governor response (and other future non-generator forms of control response).
A capability market for governor response is intended to:
- minimise costs by enabling the selection of the lowest cost providers of control response
- address the problem of the provision of frequency management (duty) shifting away from contracted multiple frequency keeping (MFK) providers to inherent governor response
- allow new or alternative technologies such as battery energy storage systems that are not generator-based, to participate in frequency management.
