Welcome to Market Brief, the Electricity Authority’s weekly update on regulatory and market developments.


Default Distributor Agreement: Consultation on Code amendment proposal

The Authority has published its Default Distributor Agreement (DDA) consultation paper. 

The consultation paper proposes amending the Electricity Industry Participation Code 2010 (Code) to require each distributor to develop and publish a DDA. The distributor’s DDA will be based on a DDA template provided by the Authority in the Code. We have also proposed introducing some default terms for additional services commonly provided alongside the distribution service. Specifically, terms for exchanging consumer consumption data and paying trust income to beneficiaries.

We welcome feedback and have provided an eight-week consultation period. The consultation closes at 5.00pm on Tuesday, 15 October 2019.

We will host workshops with interested parties to help them better understand what we are proposing. We will announce further details shortly.

Compliance investigations commenced and open for participants to join

The Authority has commenced investigations into the following alleged breaches of the Code:

  • Energy Clearing House Limited as the clearing manager alleged that Auckland Commercial Solar Limited failed to provide minimum security by the 4.00pm deadline to the clearing manager on two occasions (8 May 2019 and 4 June 2019) under clause 14A.6(2) of the Code.
  • For the 2019/20 annual outage plan, covering the period 1 July 2019 to 30 June 2020, Transpower completed its proposed outage plan by 31 January 2019, but did not publish it. Transpower provided the proposed plan to some but not all participants.

Participants who consider they are affected by the above matters that are being investigated may join as a party to the relevant investigation. To join an investigation, participants should notify the investigator no later than Wednesday, 28 August 2019. For each investigation the investigator’s contact details are in the notice of investigation on our website.

Type B industrial co-generating station approval

The Authority has approved Fonterra Todd Co-generation Joint Venture’s application for the Whareroa industrial co-generating station to be approved as a Type B industrial co-generating station. This approval is effective from 9 September 2019.

Beginner registry user training – expressions of interest sought

The Authority is considering running a training course for registry users in Wellington on 25 and 26 September 2019 and Auckland on 23 and 24 October 2019.    

The course is suitable for new registry users and participants wanting to gain knowledge of how the registry and associated processes work. Attendees will engage in hands-on exercises and will receive practical experience in:
  • the operation of the registry
  • the lifecycle of an ICP, including the registry roles of distributor, trader, and metering equipment provider.
We need to set up individual workstations for registry access, so total attendance numbers are limited. Numbers may also be limited by organisation and relevance of the training to the individual.
