Welcome to Market Brief, the Electricity Authority’s weekly update on regulatory and market developments.


Authority events postponed due to COVID-19

Due to the ongoing concerns around COVID-19 and the need to take precautionary measures, the Authority has decided to postpone some of our upcoming events including:

  • The Open Networks Forum in Wellington on Thursday, 19 March 2020
  • Strategy workshops scheduled for Wednesday, 8 April 2020
We will use our website, market brief and social media channels to keep people updated on our work and when appropriate, we will reschedule stakeholder workshops and events. We will also explore other ways to get your input.

Wholesale market information disclosure project – we want to hear from you

We are reviewing the existing wholesale market information disclosure rules. We want to hear from interested participants about the problems they face in relation to wholesale information, for example if there are information gaps, or problems accessing or understanding existing information. We are particularly interested in issues related to the disclosure of thermal fuel information.

If you have opinions on any of these questions, we’d like to discuss them with you to inform the development of a consultation paper. Please get in touch before 31 March using and the team will look to set up a meeting with you.

TPM information papers published. 
CBA presentation postponed

We have published a package of information regarding aspects of the Authority’s proposal, specific areas of concern and our thinking about next steps as we move towards a decision. The documents are on our website under the TPM project pages:

The Authority is continuing its review of the cost benefit analysis (CBA) in response to the many and varied submissions on this.
The Authority had intended to present on the CBA on Thursday 26 March 2020. We want to ensure this session is as useful to stakeholders as possible and that all key Authority staff are available and able to address any questions after the presentation.

For those reasons, we will postpone the presentation until April.  We apologise for any inconvenience. Confirmation of the date and location will be given as soon as possible.

MDAG invites cross submission on High Standard of Trading Conduct discussion paper

Based on feedback received at the High Standard of Trading Conduct workshops, the MDAG has decided to invite cross submissions in response to the submissions on their discussion paper.

Consultation on the submissions closes on Monday, 6 April and submissions will be published shortly after. The cross-submission period will be open from Monday, 6 April until 5pm, Wednesday 22 April 2020.

Reminder: Call for nominations for IPAG Chair and MDAG Chair

We are calling for nominations for independent chairs of both the Market Development Advisory Group (MDAG) and the Innovation and Participation Advisory Group (IPAG).

New Chair terms start 30 May 2020. An Advisory Group Chair’s term is normally for three years, but both current Chairs have served for shorter terms due to the prior Chairs resigning early.

More details, including the nomination form, the Charter for Advisory Groups and the Terms of Reference for the Advisory Groups, are available on our website.

Nominations close at 5pm on Friday, 27 March 2020.

Reminder: Call for nominations for Standing Data Formats Group

We are calling for nominations for two trader members, two metering equipment provider members, and a distributor member to join the Standing Data Formats Group (SDFG). The SDFG provides independent advice to the Authority on information exchange protocols between:
  • participants and the market operation service providers
  • participants and consumers
  • participants and third party providers.
Nominations and accompanying documents should be emailed to with ‘Nomination for SDFG membership’ in the subject line by 5pm on Tuesday, 24 March 2020.
