Levy funding
The levy funds:
- All of the Electricity Authority functions
- Electricity efficiency programmes run by EECA
- Ministry of Consumer Affairs funding for the Consumer NZ Powerswitch website
The Crown recovers the cost of performing these functions through a levy on industry participants. Different rates are levied on generators, purchasers, retailers, lines companies and the grid owner Transpower. Levy rates vary each year depending on annual costs, the volume of electricity generated, purchased and conveyed, and the number of consumer connections.

The levy is not charged directly to consumers. Retailers themselves choose how they will pass their levy cost on to consumers. For information about the levy amount included in your electricity bill, please contact your retailer.
