Improving access to thermal fuel information
Decision
We have decided to introduce new requirements for the provision of thermal fuels information to the Authority.
These requirements and our approach to publication is set out in the clause 2.16 notice, which comes into force on 1 April 2025. Thermal generators are required to provide information on their fuel availability weekly, through the Authority’s information provision platform.
The first provision of data is due on 9 April. We will publish a subset of this information on the EMI website from early May 2025.
As we head into winter, knowing how much thermal fuel is available to support the electricity system is critical for understanding security of supply. Under current settings, we lack access to timely and consistent information about thermal fuel availability, which inhibits our ability to monitor and advise on security of supply.
Publishing more information will help to ensure that participants can make informed decisions about risk-management as we head into winter 2025 and beyond.

Information about the thermal fuel availability is critical for understanding security of supply risks.
The proposed notice under clause 2.16 of the Electricity Industry Participation Code will provide the Authority, and the market, with more information on availability of thermal fuels (gas, solid fuels and diesel) for electricity generation.
Information available to the Electricity Authority and the market can be inconsistent, and there is an absence of systematic and timely data about thermal fuel availability.
This inhibits the ability of the Electricity Authority to undertake its functions and for market participants to make fully informed risk management decisions.
