Consultation
We previously consulted on a draft set of key issues with the ICP switching processes set out in the Electricity Authority Participation Code 2010 (Code). We sought interested parties’ views on:
a) the issues raised in the consultation paper
b) any other issues related to ICP switching that may be hindering competition or introducing operational inefficiencies.
We used the feedback we received from this consultation, along with our observations of further switching-related issues, to prepare a final draft set of key issues with the ICP switching processes. Then we identified possible options to address these issues. Sometimes, there is more than one option to address an issue.
The purpose of this paper was to consult with interested parties on the final draft set of key issues with the ICP switching processes set out in the Code, and options for addressing those issues. In particular, we sought interested parties’ views on:
a) whether there remain any key issues with ICP switching that are not discussed in this paper
b) the advantages and disadvantages of the possible options for addressing the identified ICP switching issues
c) what other key options exist to address the identified issues.
