Updating regulatory settings for distribution networks

From 27 July to 28 September 2021, we invited stakeholder feedback on our questions in the following discussion paper: Updating the Regulatory Settings for Distributions Networks: Improving competition and supporting a low-emissions economy.
This paper presented potential issues affecting the electricity sector, as well as potential updates to regulatory settings that could better support competition and New Zealand’s transition to a low-emissions economy.
It is more efficient and cheaper to control peak demand with demand response and flexibility services than to simply build a higher capacity network and feed in more generation. This consultation sought to identify the issues and assess the best ways to implement the services and settings to achieve the best outcomes for distribution networks and consumers.
Our thanks to all those who provided their feedback. We received 51 submissions from a wide range of stakeholders. See below for a summary of the submissions as well as the individual submissions received.
Our next step is to identify the priority areas. We will engage further with submitters on the issues and possible options. Then we will publish a second consultation paper to present our views on the issues, our work programme to take the issues forward and recommended options.
