We’re working on how to speed up distribution pricing reform to realise consumer benefits and facilitate an efficient transition to a low-emissions future.
Overview
We would like to improve distribution pricing to benefit all consumers.
Distribution pricing is important as it affects how consumers use electricity, how distributors and others manage load, and when distributors invest in new or replacement poles and wires. It also affects the timing, level and location of investments in new technology, such as distributed energy resources like solar panels, electric vehicles and batteries.
Most recently we have worked with distributors on updates to our distribution pricing scorecards for 2023 to assess distributors' progress on pricing reform. Read our letter to distributors on 2023/24 scorecards.

Project background
This project is focused on supporting reform towards more efficient distribution pricing structures.
There are 29 distribution companies in New Zealand. They provide and maintain the local power networks that carry electricity via power poles and lines from the national transmission grid to homes and businesses.
In the context of technological change and the substantial role that electrification is set to play in New Zealand’s low-emissions future, we would like to improve distribution pricing to benefit all consumers."
Efficient distribution pricing can help:
- reduce network upgrade and expansion costs
- offers more choice and flexibility for consumers
- enables consumers to make prudent technology investment decisions
- helps ensure New Zealand’s transition to a low-emissions future is on the most efficient path
