Proposals invited from OTC platform providers

The Electricity Authority Te Mana Hiko, on behalf of the Industry Selection Panel, is inviting proposals for an over-the-counter (OTC) trading platform to support voluntary or mandatory market-making of the standardised super-peak contract.
Since January 2025, the standardised super-peak contract has been trading fortnightly on an OTC platform hosted by Aotearoa Energy. This platform has enabled a range of participants to trade the super-peak contract, with average trading volumes growing steadily to around 16MW per fortnight.
The need for an enhanced platform was identified by stakeholders in feedback on our consultation on options for regulating the standardised super-peak contract. Respondents nominated several opportunities to improve reliability, liquidity and trading functionality of the platform.
Drawing on this feedback, the Authority worked with the Panel to finalise the platform and provider requirements.
If you are interested, please read the below documents and submit your proposal, including all attachments and supporting materials, to market.making@ea.govt.nz by 5pm, Monday 16 March 2026.
The Authority will collate all proposals and coordinate their review with the Panel.
