Thanks to retailers for the first data submitted under new retail data reporting notice

On 17 March 2025, the Electricity Authority Te Mana Hiko (Authority) published its final decision to bring the new Retail Market Monitoring clause 2016 information notice into effect. Retailers submitted their first set of data before 31 August 2025, and this reporting will continue every month.

We appreciate the significant effort and engagement from all retailers in meeting this first deadline. We are now busy processing and validating the data to ensure that robust insights can be drawn from the data collected.

We made the following technical changes to the Retail Market Monitoring clause 2.16 information notice since March in response to feedback:

  • changed T4.11 Time of Day from a mandatory to a non-mandatory field
  • updated the naming convention so that participant codes are not included in the file names
  • added an option to split large tables into two or more files
  • changed Table 5’s reference in T5.4 from ‘Integer’ to ‘Numeric’
  • removed spaces from the file names in Appendix A.

We want to thank retailers for their contributions which have helped refine the notice. This process, combined with a collaborative approach to raising questions around interpretation, has greatly supported the implementation phase.

Cessation of the clause 2.16 Retailer Financial Stress Notice

The Retailer Financial Stress notice under clause 2.16 of the Electricity Industry Participation Code 2010 (RFS Notice) took effect on 1 October 2022.

The data collected under the RFS Notice helped the Authority to monitor financial stress experienced by retailers and customers.

Thank you to the retailers who provided data under this notice. It has provided valuable insights about consumers facing difficulties paying their electricity bills, and how these difficulties impacted retailers.

The Retail Market Monitoring Notice (RMM Notice) has superseded the RFS Notice. The RMM Notice streamlines data collection by consolidating several existing information gathering mechanisms into a single framework. The last collection of data under the RFS notice was on 14 August 2025, covering the month of July 2025.
