Improving visibility of competition in the OTC contract market: additional consultation
Decision
Following two rounds of consultation, the Authority decided to proceed with this clause 2.16 notice with some changes. The final clause 2.16 notice requires participants who request to buy or offer to sell OTC contracts of 0.1MW or larger: all retailers (including gentailers), generators, and large industrials (industrial consumers who buy electricity from the clearing manager) to regularly provide the Authority with information on OTC requests for buying and selling contracts and responses to those requests.

Consultation
In May 2025, we consulted on a proposed information gathering notice to collect information on OTC requests for contracts and responses to those requests. We then decided to expand the scope of our proposal and ran this additional consultation to ensure affected parties had the opportunity to provide feedback.
The scope of the proposal expanded in two ways to:
- collect information from all generators (including non-integrated generators)
- capture sell requests.
We also made some other changes to the notice after considering the initial submissions.
We held a webinar to talk through this consultation and welcomed feedback.
