Authority begins four investigations into alleged breaches of the Code

The Electricity Authority Te Mana Hiko has started four investigations into alleged breaches of the Electricity Industry Participation Code, and has discontinued one investigation. The new investigations are:

Pulse Energy Alliance LP

Pulse Energy is to be investigated for the alleged disconnection of a medically dependent consumer, and several other related Consumer Care Obligations alleged breaches. A medically dependent consumer means a residential consumer who depends on mains electricity for critical medical support, such that loss of electricity supply may result in loss of life or serious harm.

This will be the third investigation of an alleged disconnection of a medically dependent consumer since 1 January 2025 when the Electricity Industry Participation Code was changed to prohibit retailers from disconnecting customers where they know a medically dependent consumer may be living.

Glo-Bug Limited

The Authority has decided to investigate Glo-Bug for alleged failure to take all practicable steps to ensure submission information was accurate; and to provide corrected information once it became aware of the inaccuracies. Incorrect submission information can lead to errors in reconciliation submissions, resulting in over- or under-reporting and inaccurate charging of electricity usage.

Manawa Energy Limited

Manawa Energy is being investigated for generation offer behaviour within the gate closure period. It is alleged that Manawa breached the Code when it made a bona fide offer revision for its Matahina power station when it did not first make the MW reduction in order from the highest priced band. The offer revision included a MW increase in its lowest priced band.

While the market impact in the circumstances was negligible, the Authority takes into account other factors such as participant compliance history and behaviour and its statutory objectives and functions.

Meridian Energy Limited

The Authority has decided to investigate Meridian Energy for alleged failure to comply with its voltage support obligations at its Harapaki Wind Farm. The breaches were alleged by the System Operator.

Here are the investigation notices:

Any participant who believes they are affected by the matters under investigation, and wishes to become a party to the investigation, should notify the investigator by 5pm, 7 April 2026. The investigator can be contacted, citing the reference number, by emailing compliance@ea.govt.nz.

Discontinued investigation

We have discontinued one investigation into Genesis Energy Limited, which we opened on 9 December 2025. This investigation related to alleged breaches of distributed unmetered load (DUML) database accuracy and submission information for the NZTA Lower North Island DUML database.
