Consultation opens on 2026/27 levy-funded appropriations

Each year the Electricity Authority Te Mana Hiko (Authority) consults on its funding plans for the year ahead.
The Authority is funded by a Government levy on industry participants, which is passed through your electricity bill - around 0.5% of a typical monthly household bill. This funding, and the work it enables, underpins an electricity sector worth $23.8 billion.
Everything the Authority does aims to give consumers better access to affordable and reliable energy to power our homes, lives, businesses and economy. Our ambitious programme of work for 2026/27 is focused on delivering these two core outcomes, underpinned by a competitive and efficient electricity system that works for the long-term benefit of consumers.
To ensure value for money for levy payers, we propose to absorb up to $3.2 million in expected cost increases next year for enforcing fair market rules and inflation-related pressures. We also propose to absorb expected costs as a result of the Government’s commitment to strengthening the Authority following the Frontier report.
We propose a small increase to cover inflation-linked contractual obligations to our third-party service providers, who account for nearly two-thirds of our costs. This means an overall uplift in our funding of $0.3 million, or about 3 cents on an average annual household bill.
The levy consultation runs from Tuesday 18 November for four weeks and closes on Tuesday 16 December 2025.
We welcome your feedback on our proposed funding and work programme, which will help inform the Authority’s advice to the Minister for Energy on the appropriate level of funding and levies for our work for 2026/27.
