Half-hourly volume data must be submitted for reconciliation

The Electricity Authority Te Mana Hiko has decided to amend the Electricity Industry Participation Code to require traders to submit aggregated half-hourly metered volume information to the reconciliation manager where this is available. The amendment will come into force on 1 October 2026.
This change will provide consumers with more opportunities to manage their energy use by improving price signals and strengthening incentives to shift to plans that reward flexible electricity use. It will support more efficient investment in electricity generation and network infrastructure and make wholesale market reconciliation and invoicing more accurate.
More than 96% of electricity connection points in New Zealand have half-hourly meters installed, but metered data is only submitted into the reconciliation system for about half of these.
This decision is consistent with:
- our Energy Competition Task Force work programme and other consumer mobility initiatives
- recommendations from the Innovation and Participation Advisory Group (p.31) and the Market Development Advisory Group (p.100).
While some traders may need to make system and process changes to implement this change, we estimate that the benefits of the amendment exceed the associated costs.
