Proposals to improve visibility of distributed generation and load pipeline

The Electricity Authority Te Mana Hiko (Authority) wants to collect, aggregate and publish information about significant generation and load connecting to distribution networks, and we want to hear your views about our proposed approach.

Since February 2025, we have been receiving regularly updated information about upcoming grid-connected generation and load projects. This information is aggregated and then published on our Generation investment pipeline and can be used by developers to make informed decisions about projects.

However, this doesn’t capture the significant generation and load projects in the pipeline to connect to local distribution networks.

Our consultation paper proposes to complete the pipeline by issuing a notice under clause 2.16 of the Code to gather, aggregate and publish this information.

Regularly collecting and publishing this information would create more certainty for prospective developers and help ensure the right investment happens in the right place at the right time.

In the long term, supporting investment decisions can help bring more new generation online sooner so all consumers benefit from improved security of supply and lower prices.

This consultation follows our decisions in July 2025 requiring distributors to publish information about upcoming generation and load projects on their websites.

This ensures key information is publicly available. However, our proposal would require information to be shared with the Authority so we can provide a centralised source of information on upcoming generation and load projects across the national grid and local distribution networks. We are also proposing the status of each project is provided as this could be used to help inform regulatory changes.
