Evolving multiple retailing and switching – supplementary consultation

This consultation seeks feedback on a proposed new approach for multiple trading relationships, our assessment of the costs and benefits, as well as an independent cost-benefit analysis.
This approach is simpler, more cost-effective, and quicker to implement, meaning earlier benefits for consumers.
These changes follow feedback from our June-July consultation where submitters raised concerns about the complexity and cost of implementation.
Our proposal would unlock choice for consumers by allowing them to use two different retailers – one for electricity consumption and another for generation. It is part of our consumer mobility work to provide more choice, more control and better value for consumers.
We welcome submissions on our consultation paper by 5pm, Tuesday 17 February.

Our preference is to receive submissions in a Word document in the format shown in Appendix B to policyconsult@ea.govt.nz by 5pm, Tuesday 17 February 2026.

We will publish all submissions. If you consider we should not publish any part of your submission, please:
- indicate which part should not be published and explain why, and
- provide a version of your submission the Authority can publish (if we agree not to publish your full submission).
All submissions, including any parts the Authority does not publish, can be requested under the Official Information Act 1982.
