Retailer financial stress data request
Decision
The Retailer Financial Stress notice under clause 2.16 of the Electricity Industry Participation Code 2010 took effect on 1 October 2022.
The data collected under the RFS Notice helped the Electricity Authority to monitor financial stress experienced by retailers and customers. It provided valuable insights into the extent to which consumers face difficulties paying their electricity bills and how these difficulties impacted retailers.
On 17 March 2025, a new Retail Market Monitoring clause 2016 information notice came into effect and superseded the Retailer Financial Stress notice. It streamlines data collection by consolidating several existing information gathering mechanisms into a single framework.
The last collection of data under the Retailer Financial Stress notice was on 14 August 2025, covering the month of July 2025.
Consultation
This consultation sought feedback on a Retailer Financial Stress notice under the Clause 2.16 Code amendment. The aim of the notice is to allow us to:
- permanently monitor retailer financial stress
- reduce the transaction costs of information gathering
- provide regulatory certainty for existing and prospective retailers on what is required of them on an ongoing basis.
The notice for information gathering under Clause 2.16 of the Code will replace the Covid-19 related Section 46 notice seeking information on retailer financial stress, which expires on 30 September 2022.
