Consultation
Following consultation in late 2024, we are progressing eight of the nine proposed rule changes to make it more efficient to connect to distribution networks and upgrade existing connections. The new rules are detailed in this decision paper.
We are now seeking technical feedback on the Code drafting to ensure it accurately reflects decisions. We are also interested in any Code drafting issues, such as errors, omissions and suggested corrections. We are not seeking feedback on policy decisions.
The draft Code and form for making submissions are below and we welcome feedback by 5pm, Tuesday 7 October 2025.

We’re inviting you to join our webinar, 10.30–11.30am, Friday 19 September, about the new rules for application processes, as detailed in the decision paper below.
The webinar is an opportunity to hear more about the new rules and ask questions about implementation. We also intend to take comments and questions about the Code drafting, in the technical consultation paper below, to support these new rules.

Corrections in decision paper
On 9 September 2025, we republished our decision paper to correct three minor errors. The corrections are noted on page 7 of the decision paper. We apologise for any confusion this may have caused.
Make a submission
Our preference is to receive submissions in Microsoft Word in the format for submissions template in Appendix C to connection.feedback@ea.govt.nz with by 5pm, Tuesday 7 October 2025.

We will publish all submissions. If you consider that we should not publish any part of your submission, please:
- Indicate which part should not be published and explain why, and
- Provide a version that we can publish (if we agree not to publish your full submission).
All submissions, including any parts that the Authority does not publish, can be requested under the Official Information Act 1982.
