New operators approved for Type B co-generating stations

The Electricity Authority Te Mana Hiko (Authority) has approved applications from New Zealand Steel Limited and Whareroa Cogeneration Limited to operate plants at Glenbrook and Whareroa as Type B industrial co-generating stations under the Electricity Industry Participation Code (Code).

The Authority approved the applications because the generating units continue to meet the relevant requirements for industrial co-generation.

The Authority has approved:

• New Zealand Steel Limited’s application to operate the Kilns Cogeneration Plant embedded generator at Glenbrook Power Station as a Type B industrial co-generating station from 6 September 2026; and
• Whareroa Cogeneration Limited’s application to operate the generating units comprising the Whareroa Cogeneration Plant as a Type B industrial co-generating station from 13 August 2026.

The System Operator advised that the approvals would not affect its ability to meet its principal performance obligations. No submissions opposing either application were received.

The Glenbrook approval requires New Zealand Steel Limited to continue to comply with the applicable voltage and frequency obligations under Part 8 of the Code. The Whareroa approval requires Whareroa Cogeneration Limited to continue to comply with the applicable voltage obligations under Part 8 of the Code.

Both approvals also require the relevant operator to:

• continue to adhere to the relevant load and generation agreements for system security during outages;
• comply with all dispatch instructions from the System Operator under emergency conditions or to alleviate a system constraint; and
• ensure its offers are of a suitable quality and accuracy to enable the System Operator to prepare its schedules in accordance with its obligations under the Code.
