Enabling consumer mobility by improving access to electricity product data

We are seeking feedback on our proposal to standardise how electricity product data is exchanged through an improved suite of Electricity Information Exchange Protocols (EIEPs).
EIEPs are standardised formats for securely sharing electricity data between industry participants or trusted third parties. Our preferred option is to replace the current voluntary EIEP14 with a regulated, modular suite of new protocols. This would:
- make it mandatory for power companies to share accurate, standardised plan and tariff information with third parties
- cover all plan types, not just standard ones
- enable secure, on-demand digital requests that third-party applications and services can use
- lay the groundwork for real-time switching, clearer bills and fairer pricing.
Background
New Zealanders expect an electricity system that is affordable, reliable and easy to use. Yet, many New Zealanders pay more than they need for electricity. They are confused by their bills, unable to compare and switch between power companies with confidence and are missing out on the full benefits of innovation in the sector.
To change this, the Electricity Authority is taking action to empower consumers with greater control over their electricity choices and use. The first step is unlocking access to accurate, comprehensive and timely electricity data, including standardised plan and tariff information.
These changes will help consumers find the best deals through services like comparison and switching service providers, making it easy for people to choose the right plan for them, switch between power companies, and save money.
Make a submission
The Authority's preference is to receive submissions in Microsoft Word in the format in Appendix A to consumer.mobility@ea.govt.nz with "Consultation paper - improving access to electricity product data” in the subject line. Submissions close 5pm, Tuesday 12 August 2025. If you cannot send your submission electronically, please contact consumer.mobility@ea.govt.nz or 04 460 8860 to discuss alternative arrangements.
We will publish all submissions. If you consider that we should not publish any part of your submission, please:
- indicate which part should not be published and explain why, and
- provide a version that we can publish (if we agree not to publish your full submission).
All submissions, including any parts that the Authority does not publish, can be requested under the Official Information Act 1982.
